Register as an OEC Instructor

From this point forward, anything to do with OEC MUST be done with the 5th Edition only. All tests and refreshers will now be based on the 5th Edition.

Below is information that was disseminated by Eastern Division at its annual meeting of OEC Supervisors and ROA’s.  The first ” roll-out” of the 5th edition of the OEC Manual  was held at Gore Mountain, NY by Eastern Divions OEC Supervisor and the division staff. The process was reviewed and the changes made are now being brought down to the Regional OEC Instructors.

The information below should provide a better understanding of the approach taken in this roll-out in initiative. The goal of the roll-out program can be summarized by “3 C’s”:

  1. Commitment to the new approach
  2. Communication of the new approach to all patrollers
  3. Consistency of the new approach between every local patrol

Remember, OEC is a National Program, not a division, regional or ski area program. What is learned at this year’s refresher should be applicable identically in the Southern Division, as well as in Alaska.

In General

  • All OEC programs, starting immediately, will use the 5th Edition of the OEC text.
  • The 5th Edition text is now available from NSP including a workbook.
  • No classes can begin before June 30th as IOR’s and Instructors have to attend a ‘ROLLOUT” in order to be refreshed to the 5th Edition/recertified.
  • The 2011 fall refresher is Cylce A and will be based on the OEC 5th edition manual.
  • Fourteen day advanced notice must be sent to ROA and Division Supervisor for approval prior to scheduling an OEC class or program.
  • The requirements prior to OEC examinations has changed. All OEC candidate must pass 38/39 skill requirements prior to taking the final practical and written test.  The information needed to run a OEC course or Challenge will come directly from National.
  • Guest lecturers must be trained and refreshed to the skill they are teaching to the new NSP protocols (OEC 5th Edition material) prior to teaching.
  • The On-Line version of the 5th Edition is available immediately to all patrollers at a cost of $45 for an 18 month read only subscription.  This cannot be downloaded to your PC but you can print one page at a time.
  • All Final Exam Questions will still be generated exclusively by National.  No other exams will be allowed.
  • Only the National OEC Administrator or the Medical Committee will be able to change the content of the manual, known as the “Source Code”.

Senior OEC

  • The Senior EMM Program is once again becoming the Senior OEC Program.
  • A new manual for the Senior OEC Program has been created. Each division had input, with Eastern Division leading the way. The Manual is currently in review by the NSP Board and should be available for the 2011-2012 season.
  • The score card is undergoing changes to reflect the 5th Edition requirements.

OEC 5th Edition

  • A detailed breakdown of the differences between the 4th and 5th Edition is available on line at “the Instructor web pages on NHNSP.org’ and  NSP.org for instructors under “Instructor Resources”.
  • “Student and Instructor Resources On Line” is due to debut by June 15, 2011.
  • Lesson Guides should be ready by June 15, 2011.
  • New assessment guidelines for Trauma (conscious and unconscious) and Medical patients.
  • All of Chapter 36 requires a Medical Director (preferably for each local patrol). As of right now, PA’s can continue to act as Medical Director.
  • Appendix B is the Student OEC Skill Guide which is a practical skills checkoff sheet. There are almost 40 skills to be mastered, but these skills are still being completed, more may be added. In order to be eligible to take the final exam, each of the skill guides must be signed and dated by an existing 5th Edition qualified OEC Instructor.  The number score needed to pass is noted at the bottom of the sign off sheet.
  • OEC Technicians are now reducing and stabilizing Pelvic Injuries. This does not mean that all patrols are now required to go out and purchase a SAM Pelvic Sling.  As per Dr. Jeff Lozman of the Eastern Division and National Medical Committee, a sheet with knots and clamps will do just fine.
  • OEC Technicians are also now reducing Posterior Sterno-Clavicular dislocations, a life threatening injury due to what lies beneath the sternum. MOI includes direct blow to chest and/or shoulder. This presents with pain and swelling as the clavical slides under the sternum. In addition, patients can have difficulty breathing, painful swallowing, and abnormal pulses caused by compression of the trachea, esophagus, and blood vessels. Gasping, JVD and cyanosis may be present.
  • Edition five bringings back the use of the Figure 8 slings for clavicle injuries using two cravets, not one.
  • The use of tourniquet applications is also being returned.
  • Additional new approaches include Patient Restraint, Short Board Immobilization, and Nerve Agent Administration.

Brady Publishing Support

Brady Publishing has developed additional tools that Instructors can utilize while teaching.  Student and Instructor Toolkits will be available at no charge on the Brady site.

  • CourseSmart.com provides  access through “My NSP KIT” after you register and get a password from Brady. Once you have a username and password, you can go to a Chapter, and the left column has a pull-down menu with many options.
  • For preparation,  direct students to print the “Notes.ppt” prior to lectures.
  • Skill checklists for every chapter that can be downloaded and printed.
  • Interactive medical games are available for practice and reinforcement.
  • Full on-line course are available for distance learning.
  • The workbook has been included in the 5th Edition.
  • The Instructor Resource package includes Lesson Plans, Curriculum, Handouts, PPT’s, Checklists, and Classroom Management.
  • Books can be ordered through the NSP web site. Order them ASAP. Ordering books with a tax exempt number is available.

Use of any of the old 4th edition books and resources must end, with the exception of making up a missed refresher. The refresher topics will be the same, however the content of what is taught needs to now follow the new 5th Edition book.

Conclusion

For the OEC Instructor ready to step up to 5th Edition teaching, there is a lot to get done prior to the refreshers this Fall. NH Region will be holding its first regional Instructor “Roll-Out” meeting on July 23, 2011 at Gunstock for all IT’s, IOR’s and Region PD’s to go over the changes between the 4th and 5th Editions. Attendance at one of these meetings is mandatory for anyone who is teaching a course prior to September 10th.  A second opportunity to attend an another roll-out will be September 10,  2011  at Pat’s Peak.

In conclusion, Instructors teaching this Fall at a refresher or a full course need to attend one of the roll-out events.  Keep an eye on this site for additional information and added roll-out dates. Attendance for all OEC Instructors is mandatory for to transition to 5th Edition teaching as wsell as being essential to the success of New Hampshire Region’s OEC program.
